戈达尔对今世国际政治热门与文化、艺术关系都有着深入思考。正是由于这类思考，才有了《永久的莫扎特》一片的问世。
本片有两个故事线索：一伙年轻人一路去萨拉热窝观光，在那边，他们计划介入一场戏剧的表演；与此同时，一位衰老的电影建造人渴望导演一部大建造电影，他满怀希望去了好莱坞。
经过浅显易懂的故工作节，这部电影绝不粉饰的表达了戈达尔对前南斯拉夫内战的厌恶，并频频的夸大了他对西方强权政治的批评态度。而且，戈达尔以为强权政治不但毁掉人们的生命，更是文化艺术的刽子手，在强权政治的独霸下，电影，甚至其他人类文化都堕入了难以抽身的殖民文化泥潭中没法自拔。
