　　中国西北某个小山村里，村妇秋菊（巩俐 饰）的丈夫万庆来（刘佩琦 饰）在与村长争论时被对方踢伤下体没法再干农活，只能全日躺在床上，对此村长没表一态。秋菊气不外，找村长理论不得对方理睬，为讨一口气，她一纸诉状将村长告到了乡政府。乡政府李公安耐心调解一番后，村长答应补偿秋菊家的经济损 失，却是把钞票间接扔在地上拒不道歉。
　　
　　村长的行为虽强词夺理，众人还是感觉工作可以就此划上句号，惟独秋菊被激愤，立誓要讨个说法，因而她挺着个大肚子和妹妹来到县城，起头了漫漫起诉路。
